Complete Health Park Timeline

A timeline from Bridge Magazine published last May said in part:
Grant funds were included in the $77 billion State Budget April 28, 2022 for Health and Fitness centralized programs around the State. Funds for the nonprofit entitled Complete Health Park that was established by David W. Coker, Jr. were included in that amount and the $25 million grant was announced later. The funds are part of a project to “bring healthcare services, recreation and community events together in one place.

Coker, an aide in Rep. Jason Wentworth’s office was fired in 2019.
April 28, 2022: Michigan House adds $25 million for Clare Health Campus pilot project,
championed by now House Speaker pro tempore, Jason Wentworth R-Farwell.
June 2, 2022: Coker files paperwork to create “Complete Health Park” nonprofit.
July 1, 2022: Michigan Legislature and Governor Jennifer Whitmer finalize the $77 billion budget, adding $25 million for the Clare pilot project.
July 20, 2022: Whitmer signs the budget plan into law.
July 28, 2022: Coker’s Complete Health Park nonprofit contracts with FED Corporation, a
Coker, who was an aide in Republican Legislator Jason Wentworth for two years filed paperwork to create his non-profit, “Complete Health Park” on June 2nd, 2022.
On July 1, 2022 The record $77 billion state budget for the coming year was finalized, including, Bridge noted, a $25 million for the Clare Health project. Whitmer signed the budget into law July 20.
On July 28th of 2022, Coker’s non-profit contracted with FED Corporation, a construction company, [FED Design/Builders of Gladwin] to build the proposed health campus in Clare.
In October Coker’s non-profit submitted a proposal to the Michigan DHHS.
In mid-October Complete Health Park non-profit contracted with Anthony Demasi’s firm – Goldman Advisors Group for consulting and fundraising assistance for the proposed Clare facility.
Near the end of the month, an email to the MDHHS saying he is interested in a competitive bidding process to select the best team to move the project forward.
November 9th the Feasibility Study, drafted mostly by Goldman, is submitted to the State by Coker. November 30th files the Complete Health Park’s official grant application to the state DHHS. Demasi is now listed as program director for the project.
December 14, 2022 Demasi is indicted for bank fraud and identity theft charges of applying for credit cards under employees at his Beta Sole Foundation charity. On the 15th, the grant agreement between the MDHHS and Complete Health Park is finalized.
October 10, 2022: Coker’s non-profit submits a proposal for the Clare grant to the Michigan Department of Health and Human Services.
October 24, 2022: Coker’s Complete Health Park nonprofit contracts with Anthony Demasi of Goldman Advisors Group for consulting and fundraising assistance for the proposed Clare project.
October 25, 2022: Wentworth aide emails a MDHHS legislative liaison saying “the Speaker is interested in a competitive bidding process to select the best team to move the project forward…”
November 9, 2022: Feasibility study, drafted mostly by Demasi’s Goldman firm, submitted to the State by Coker.
November 30, 2022: Demasi, listed as a program director for the project files Complete Health Park’s official grant application to the state health department.
December 14, 2022: Demasi completes and files Complete Health Park’s official grant application to the state.
December 15, 2022: MDHHS and Coker’s Complete Health Park nonprofit finalize grant agreement and backdate it to begin December 1st.
January 5, 2023: MDHHS makes first grant payments to Complete Health Park nonprofit for December expenses.
January 12, 2023: Coker’s Complete Health Park nonprofit uses state grant money to finalize $3.5 million for land purchase from Clare Northern Group.
February 1, 2023: Coker’s IW Consulting fires Demask and Goldman Advisors with a “termination of engagement” letter, citing his federal indictment. Also says his firm has “become aware of Demasi’s 2010 bank fraud conviction.
February 21, 2023: State Senater Roger Hauck, through his office, set up the first of two meetings with MDHHS to discuss local concerns bout the $25 million Clare project. Rep. Kunse also participated in the meetings.
March 22, 2023: State health department makes the second round of payments on the $25 million grantfor February expenses. To date total state grant payments total $9,988,908.88.
Late March 2023: MDHHS pauses further payments on the $25 million grant, citing “red flags” and requests investigation from the department’s internal Office of Inspector Genera.
March 30, 2023: Anthony Demasi’s Goldman Advisors firm sues Coker and his IW Consulting company alleging a breach of contract and many other claims about Coker and Wentworth.

David Coker Jr. is the sole member and agent of the Beta Sole Foundation, filed annuary 19, 2016, whose office is at 625 W. 5th Street, Clare (former Chemical Bank Branch); Coker is the agent for Amish Basics LLC filed May 3, 2021; IW Consulting established June 2, 2020; Has State Advising LLC; Zija International; Worsham College; and is Financial advisor for Edward Jones.
